I think Mr. Chambers is correct. The bureaucrat-minded among people want central planning, central banking, central command. They hate spontaneity and the unpredictability created by innovation and uncontrolled competition. That is why many bureaucrats think that entrepreneurship is a criminal thing to do unless the would-be entrepreneurs will first get their permit and signatures.
