Entrepreneurship is an awful thing to waste

Entrepreneurs create new businesses. New businesses, in turn, generate jobs, promote competition, and increase productivity leading to economic growth.

But what if local business climate is unfriendly? A recent example shows the danger when countries don't strive to ease their doing business environment to accommodate even the most industrious spirits.

Well, I loved the article, but I can't decide if we're supposed to side with the ninja for his creative approach to the theft industry or the pensioner, for his creative approach to robber-stopping. The ninja appears to be more creative but how do we know the government wasn't doing enough to encourage his industry (theft)? Should all governments encourage all industries?
